The French-Speaking Skilled Worker Stream is an Ontario Express Entry-linked immigration pathway for bilingual skilled workers who have strong French language ability and adequate English language ability, and who want to live and work permanently in Ontario.

Important: This stream is not an Employer Job Offer stream and does not run through Ontario’s Expression of Interest system. To be considered, you must have an active Express Entry profile and receive a Notification of Interest (NOI) from Ontario before you can submit the provincial application.

1. Main Requirements for the French-Speaking Skilled Worker Stream

A. Express Entry Requirement

  • You must have an active Express Entry profile.
  • You must qualify under either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).
  • You must receive a Notification of Interest (NOI) from Ontario before you can apply to this stream.

B. Language Requirement

  • You must show French language proficiency of at least CLB / NCLC 7 in all four abilities:
    • reading
    • writing
    • listening
    • speaking
  • You must also show English language proficiency of at least CLB 6 in all four abilities.
  • Both language tests must be from accepted testing organizations and valid at the time of application.

C. Work Experience Requirement

Because this stream is Express Entry-linked, your work experience must support your eligibility under either the Federal Skilled Worker Program or the Canadian Experience Class.

  • If you are assessed under the Federal Skilled Worker Program, you generally need at least one year of continuous paid full-time work experience or equivalent in part-time work in a skilled occupation.
  • If you are assessed under the Canadian Experience Class, you generally need at least one year of cumulative paid full-time work experience or equivalent in part-time work in Canada in a skilled occupation.
  • The work must be in an occupation classified in NOC TEER 0, 1, 2, or 3.
  • Ontario’s January 2025 update also allows certain applicants in physician NOC codes to use qualifying self-employment for the work-experience requirement where the updated rules apply.

D. Education Requirement

  • You must have education that supports your eligibility under the stream and your underlying federal program.
  • In practice, Ontario assesses this stream similarly to its other high-human-capital Express Entry stream, meaning applicants generally need the equivalent of at least a Canadian bachelor’s degree, master’s degree, or PhD.
  • If your education was completed outside Canada, you should provide a valid Educational Credential Assessment (ECA).

E. Settlement Funds Requirement

  • You must show that you have enough money to support yourself and your dependent family members when settling in Ontario.
  • Ontario may accept a combination of:
    • liquid savings,
    • bank balances,
    • ongoing employment income, and/or
    • a valid job offer, where relevant.

F. Intention to Live in Ontario

  • You must demonstrate a genuine intention to live in Ontario.
  • Ontario may look at ties such as:
    • Ontario employment
    • Ontario education
    • lease or property in Ontario
    • family or personal ties
    • job applications in Ontario
    • professional networks
    • previous visits to Ontario

G. Legal Status in Canada

  • If you are applying from inside Canada, you must have legal status or valid maintained status at the time of application.
Practical note: Meeting the basic criteria does not guarantee that Ontario will select you. Like other Ontario Express Entry streams, this stream is invitation-based and depends on Ontario issuing a Notification of Interest.

2. Step-by-Step Application Process

  1. Create and maintain an active Express Entry profile.
  2. Make sure you qualify under either the Federal Skilled Worker Program or the Canadian Experience Class.
  3. Wait for Ontario to issue a Notification of Interest (NOI).
  4. After receiving the NOI, submit the provincial application through the OINP e-Filing Portal.
  5. Upload all required supporting documents and pay the OINP application fee.
  6. If nominated, accept the nomination through Express Entry and proceed to the federal permanent residence stage with IRCC.

Ontario’s general application guidance states that Express Entry stream applications must generally be submitted within 45 calendar days of receiving the Notification of Interest.

  • Current résumé / CV showing employment history, education, contact details, and major duties

J. Intention to Reside in Ontario Documents

  • Documents showing Ontario ties, such as:
    • employment records in Ontario
    • Ontario education records
    • lease or property documents
    • job applications or interviews in Ontario
    • family support letters
    • statement of intent to reside in Ontario

K. Other Supporting Documents

  • Letter of explanation, where needed
  • Representative authorization forms, if applicable
  • Portal-generated confirmations relevant to the file
Important: Ontario’s checklist is mandatory. Missing key documents can result in delays, requests for additional information, or refusal.

4. Forms You Should Expect to Use

Because this is an Express Entry-linked stream, there is generally no employer form and no Employer Portal job-offer submission requirement like there is in the Employer Job Offer streams.

5. Payments, Fees, and Receipts

A. OINP Application Fee

  • The Ontario application fee is generally $1,500 CAD.
  • Ontario’s general application page states that payment is accepted by:
    • Visa
    • Visa Debit
    • Mastercard
    • Mastercard Debit

B. OINP Receipt and Payment Records

  • Portal payment confirmation

  • Saved copy of the OINP receipt for the file

C. Federal Permanent Residence Fees After Nomination

  • After nomination, the applicant must still pay separate IRCC federal permanent residence fees.
