Ontario Workforce Priority Stream

The EOI system is currently down because Ontario replaced its previous nomination streams with the new Ontario Workforce Priority Stream (OWPS). The EOI System is down because the overall OINP program is preparing with website-based changes to enable EOI for the new OWPS. IRCC OINP updates indicate the EOI system will be up and running in summer 2026. By summer time 2026, qualifying employers can start creating authenticated job offers and linking job offer ID’s to Applicant Registered EOI’s.

How does an applicant apply for an Expression of Interest

The EOI system begins with an IRCC Secure Account and a created username and password. Then a user selects the employer’s portal to log into as opposed to client or legal representative portals. A portal is a conceptual term for a website that creates visuals of navigation. Once the IRCC Secure Account is active, the user creates an EOI Profile where a score is generated based on the information provided and if the score is within a pre-defined IRCC optimal range, an invitation to apply is awarded to the applicant. The EOI system is down because all the scoring criteria that forms the pathway calculation has changed from the previous 9 streams being straight swapped to the new OWPS.

How Can a Applicant Improve their EOI Score?

To improve on the sub-category of language proficiency, an applicant can retake General Training language (e.g., TEF/TCF, IELTS, CELPIP, Pearson) tests to receive a higher Canadian Language Benchmark (CLB) level. Becoming multilingual by learning French can earn you additional scoring points and make your application more competitive in the Express / PNP Applicant Pools. In addition to language proficiency, an applicant can gain more experience and a wage increase, leveraging time and hard work to increase the scoring sub-category of work experience. Leveling up education programs for example, PSW to Nurse, Pharmacy Technician to Pharmacist, or business management to MBA can provide more scoring weight to the category of education that the Pathway Calculation uses as a sub scoring factor.
